Students of the Faculty of Law – UIBM today conducted a study visit to the Institute of Forensic Medicine (IML) in Pristina

A.D welcomed them first. The General Director of this Institute Mr. Naim Uka, as well as the following, informed them about the steps that will be taken by the competent personnel of the departments to provide direct data about the work that takes place in this Institute and also about the difficulties they encounter and the services that are performed. The students were informed that all forensic examinations are performed on the premises of this Institute and are performed by certified forensic specialists (experts).

He emphasized that the duties of the Department of Forensic Medicine include, but are not limited to maintaining the right to provide forensic expertise to public bodies, to lead medical investigations for death at the scene, to perform exhumations, to perform post-mortem and autopsy inspections, examination of victims who have suffered from criminal offenses against life and limb, determination of sex (gender), race, height, age, and cause of death of a person’s remains without identification whenever possible, performing autopsy and/or anthropological biological profile and issuing autopsy report in cases of discovery of mortal remains, retaining the exclusive right to coordinate and lead clinical examinations for victims, witnesses and possible perpetrators (alleged) crime against sexual integrity, seeking medical documents relating to the victim and/or defendant of the crimes against life and body, collects or examines evidence found by victims, witnesses, or defendants of crimes against sexual integrity and criminal offenses against life and body, based on the Criminal Code of Kosovo.

Next, the students were addressed by the forensic anthropologist and forensic medicine specialist, Ditor Haliti, who said that the issue of identification of mortal remains from the last war in the country is very important for this institute. He added that the IML deals with cases that are mainly related to the last war in Kosovo, but not only. Also, he emphasized that their work is based on the analysis and examination of human remains, which are in a decomposed and skeletonized state, and which are in an unidentifiable state. A task which belongs to them to treat them and try to find their identity and document all those traumas or diseases that could be in the individual’s body. Anthropologist Haliti emphasized that there are about 300 unidentified mortal remains in the IML cemetery.

Dr. also spoke to the students about the work performed by this Institute. Musa Gashi, head of the Forensic Medicine Department as well as Driton Krasniqi – the specialist for the Forensic Medical Autopsy Division and other specialists. The presentation of the scientific work of Mr. Krasniqi was followed with special interest since in it the work of this institute was dealt with in detail. In the future, the students were able to directly observe the work of specialists in the departments and laboratories of forensic medicine. The students followed the demonstrations of the specialists of this institute with great seriousness, interest, and attention and asked many questions about those interventions.

At the end of this all-day study meeting, U.D. Dean of the Faculty of Law of UIBM, Professor Islam Qerimi thanked on behalf of the students and himself, U.D. Director of the Institute of Forensic Medicine, Naim Uka – specialist, and it was agreed that there will be such organizations in the future. They especially focused on the next joint project, which will be operationalized and will be of vital interest to the students of this Faculty and the entire University. Also, special thanks were addressed to the specialist of this Institute, Mr. Driton Krasniqi, who contributed to the organization of this study visit.
